Whisk in the all-purpose flour and cook for 1 minute, stirring constantly, to form a smooth paste (a roux).
Slowly pour in the heavy cream while whisking continuously to prevent lumps.
Increase heat to medium and bring to a gentle simmer. Cook for 2-3 minutes, stirring, until the sauce has thickened slightly.
Remove the pan from the heat. Immediately stir in the grated Parmesan cheese, Italian seasoning, salt, and pepper. Continue stirring until the cheese is fully melted and the sauce is smooth.

Notes
